IKT
Jeg vil gennem specialet anvende forkortelsen IKT for informations- og kommunikationsteknologi
frem for IT, for at fremhæve det kommunikative aspekt ved teknologierne, idet kommunikation er
selve omdrejningspunktet for dette speciale. IKT anses af mange som grundlaget for vores nuværende

samfund, hvorfor der forskes i et bredt spektrum af emner inden for IKT – det være sig mere teknolo-
giske forhold omkring udviklingen af IKT eller selve den menneskelige interaktion med IKT, også kal-
det Human Computer Interaction (HCI), eller forskning i IKT som læringsmidler. Informations- og

kommunikationsteknologi favner bredt. Det kan være alt, der foregår omkring en computer som

hjemmesider, tekstbehandling, multimedier osv., men IKT kan også være telefoner, håndholdte enhe-
der, TV, radio, informationsstandere og meget andet. Jeg benytter betegnelsen IKT om al den teknolo-
gi, der bruges til at formidle digital information og kommunikation gennem internetbaserede enheder,

hvilket vil sige computere og mobile internetbaserede enheder.

2. DET INFORMATIONSTEKNOLOGISKE SAMFUND

2.1 SAMFUNDETS TEKNOLOGIER ELLER TEKNOLOGIERNES SAMFUND?

Vores samfund i dag er blevet betegnet ved hjælp af flere forskellige begreber, som hver især kan ud-
gøre en rammende beskrivelse af samfundet. Der tales om det postmoderne samfund, videnssamfun-
det, informationssamfundet, netværkssamfundet, kommunikationssamfundet, det hyperkomplekse

samfund og sikkert flere endnu. Lars Qvortrups betegnelse det hyperkomplekse samfund fungerer som
et godt udgangspunkt for at forstå, hvad de fleste samfundsbetegnelser med hvert deres udgangspunkt
forsøger at beskrive. Ifølge Lars Qvortrup er der tilsyneladende to ting, der er blevet en slags fælleseje

for de aktuelle beskrivelser af informationssamfundet. Den ene ting er teknologideterminismen, hvil-
ket vil sige troen på, at samfundsforandringer kan begrundes i teknologiske forandringer. Den anden

ting er samfundsudviklingen. Spørgsmålet er, hvad der kommer først og betinger det andet – teknologi

eller samfund? Qvortrup vælger selv at tro på, at samfundet udvikler problemer, som det derefter for-
mer teknologierne for at løse – men disse udviklede teknologier kan så udløse nye problemer, så der-
for er det snarere et spørgsmål om, hvilken analytisk vinkel man lægger (Qvortrup, L., 2000, p.26). Jeg

vil nu kort følge Qvortrups iagttagelser først af samfundsudviklingen og dernæst kaste et bredere per-
spektiv på den teknologiske udvikling.

For at beskrive den aktuelle udvikling kigger Qvortrup på de samfundsformer, der går forud for infor-
mationssamfundet og tager her udgangspunkt i tre store samfundsfaser: Det traditionelle
